Armenian Public Administration Experts on a CBIE-sponsored Visit to Canada

A group of experts from the Armenian Public Administration Academy has recently held a professional development visit to Ottawa. The visit was organized by the Canadian Bureau for International Education (CBIE) and the Carlton University with the aim of introducing the Armenian public administration experts to Canadian approaches in the management of public administration training institutions and programs, to the training of civil servants, as well as to the Canadian approaches to teaching of various themes in the field of public administration.

The group of Armenian experts included Dr. Hovhannes Harutyunyan, Rector of the Public Administration Academy of Armenia, Dr. Yury Suvaryan, Head of the Department of Public Administration of the Academy and the Rector of the Economic University of Armenia, and Mrs. Tereza Khechoyan, Head of International porgrams of the Academy and the PPKN Project Armenian Coordinator.

 

The visit of the Armenian delegation was part of the collaboration between the CBIE and the Armenian Public Administration Academy aimed at the establishment of a specialization program in Public Policy Analysis for the Academy’s Master’s program in Public Administration. This process has taken place under the auspices of the Public Policy Knowledge Network Project (PPKN) South Caucasus funded by the Canadian International Development Agency (CIDA) and the Local Government and Public Service Reform Initiative-Budapest of the Open Society Institute.

As a result of the three-year collaboration between the CBIE and the Academy, five new or revised courses have been developed and delivered at the Academy, ranging from Economic Analysis for Public Policy to Gender-Based Analysis. Several of these course modules have been adapted to be delivered as part of the in-service training program for the national civil service administered by the Armenian Civil Service Council.

With the support of LGI, the Academy has translated several English-language texts, and recently has published the first-ever Armenian-language Manual on Public Policy, as well as the first Armenian-language Glossary of Public Policy Terms.

In the remaining year of the project, two more courses will be developed and the Armenian-language Manual in Public Administration will be published.
